Illumen Wins 10-Year, $1.2B USDA STRATUS Cloud Modernization Vehicle
Federal IT modernization programs drift when scope and stakeholders accumulate faster than the systems underneath them can absorb. USDA built STRATUS to keep that from happening. The vehicle is the department's primary cloud modernization pipeline, with annual spend projected to reach $1.2 billion over a decade and an ordering period through April 2034. Joint venture LightFront holds a Basic Ordering Agreement under Pool 2: Cloud Integration and Development Support Services.
The selection was competitive. LightFront is one of 37 companies named and one of 22 in the small business category, a split that matters for an agency that wants both breadth of capability and meaningful participation from focused teams. Under the agreement LightFront will compete for task orders across USDA cloud migration, application modernization, DevSecOps, AI/ML integration, and IT development. Pool 2 covers the full lifecycle, from building new systems to maintaining and securing the ones already running.
The seat matters because of what USDA plans to do with it. Civilian agencies face pressure to move faster on modernization, and the work rewards teams that pair delivery discipline with technical depth. LightFront pairs Illumen Group's program delivery and federal IT experience with Spatial Front's geospatial and data engineering strength. The venture carries CMMI, ISO 9001, ISO 27001, and SAFe credentials into a vehicle that asks for both agility and rigor.
The part of modernization that gets the least attention is the middle: keeping existing systems running and secure while teams build new ones around them. Pool 2 spans both, the right design for an agency whose mission cannot pause for a migration. For USDA program directors, the decision that matters is sequencing: which workloads move first, and which stay on legacy infrastructure through the transition. STRATUS Pool 2 lets a team sequence the migration against the risk of disrupting a benefit program or a food-safety system. LightFront holds the seat and will compete for the first task orders as USDA agencies scope their migration paths.
